Barriers are broken down.
Except when some kids are going the concession stand and eating and drinking all they want. Others have no money and are hungry all day, constantly having to watch others eat and drink. Thinking why doesn't anyone help?

Every kid gets a ticket when they arrive at the pool to be used at the concession stand for an item off a select menu of heathy snacks or drinks. If a kid doesn't want to use it, he can give it someone else or place in a basket on the counter where other kids can use it for extra snacks
